Curriculum for a CTE Pathway: Toolkit
About this toolkit and the layers a pathway curriculum must satisfy
This toolkit helps you choose and build the curriculum for a new CTE pathway. It is written once for every pathway, with nurse aide and electrical as worked examples.
A pathway curriculum usually has to satisfy several layers at once, and they come from different places:
- The state CTE framework. Your state education agency publishes program standards, usually by CIP code. This is what CTE program approval checks.
- An occupational rule, if the occupation is regulated. A nurse aide program must also meet the federal content rule (42 CFR 483.152) and the state health agency’s hours and units. The CTE framework alone does not make a nurse aide program legal.
- The credential. The exam or credential your students will earn (the state CNA exam, NCCER Electrical, OSHA-10) sets the skills they must show, and in most cases the order you should teach them in.
- The state technical assessment, where there is one. North Carolina’s post-assessments and Arizona’s Technical Skills Assessment are built from published blueprints. Those blueprints are a curriculum map.
- Academic credit and college eligibility. If the pathway will carry academic credit, the curriculum must show the academic standards it covers, and the credit must not cost students their college eligibility.
A useful rule of thumb: let the strictest outside requirement set the sequence, and let the CTE framework fill in the rest. For nurse aide, the federal pre-contact topics and the state exam skills list set the order. For electrical, the credential’s modules and performance profiles do.

State CTE frameworks: what each state gives a teacher
All seven states publish CTE content by program. What differs is how much a teacher actually receives. Virginia provides full courses ready to load into a learning management system. Missouri’s electrical framework dates from 2011. Know which kind of state you are in before you budget teacher time for curriculum writing.
| State | Where to find it | What a teacher gets | Status |
|---|---|---|---|
| Michigan | MDE, CTE Instructional Resources by Career Cluster | For each approved CIP program, a “CIP Overview and Instructional Design” workbook, an “Academic Alignment” workbook, and for some programs an FAQ and postsecondary credit agreements. Completers finish all state program competencies with a C or better. | . Note: no separate nurse aide (51.3902) item; Michigan CNA courses usually run inside Health Sciences, General (51.0000). |
| Virginia | CTE Resource Center (cteresource.org) | The fullest package of the seven: course code, hours, credit, a Student Competency Record, the full curriculum as a Canvas course through Virtual Virginia, a Common Cartridge file for your own LMS, and aligned credentials. | |
| North Carolina | CTE Course Management System (CMS) at NC State | Course pages with hours, credit, prerequisites, enrollment cap, the “Proof of Learning” (a 100-item state post-assessment plus any required credential), academic option credits, CTSO and curriculum date. Blueprints and full curriculum delivered through the CMS. In 2026-27 NC moved to the Advance CTE modernized framework (14 clusters). | . : cluster names moved in 2026-27. |
| Arizona | ADE CTE program pages | Technical Standards, Program Description, a Blueprint for Instruction and Assessment (the TSA blueprint), Instructional Framework, Instructional Terminology, equipment list, Professional Skills standards. | |
| Pennsylvania | PDE Programs of Study (SOAR) | A secondary competency task list for each Program of Study, and statewide articulation of at least 9 credits to postsecondary partners for students who complete the task list and score Competent or Advanced on the end-of-program assessment. Performance objectives must state conditions, task and standard (22 Pa. Code 339.22). | . : no nurse aide program of study found. |
| Missouri | DESE curriculum profiles and the Missouri Center for Career Education | More than 40 curriculum profiles listing competencies by program. Electrical Trades framework (2011) and model units (2013). | . Note: the electrical materials are several code cycles old; pair them with a current national curriculum. |
| Hawaii | HIDOE CTE Pathways and Program Standards | Pathway and program-of-study standards in shared folders, by 13 career pathways. Nursing Services is a program of study under Health Services. Electrical content sits inside Mechanical, Electrical and Plumbing Systems; there is no stand-alone electrical program. | . : standards dates and course codes. |
Worked example: the nurse aide curriculum
The federal floor, which applies in every state
Under 42 CFR 483.152, a nurse aide program runs at least 75 clock hours, including at least 16 hours of supervised practical training under an RN or LPN. Before any student has direct contact with a resident, the program must cover at least 16 hours on five topics:
- Communication and interpersonal skills
- Infection control
- Safety and emergency procedures, including the Heimlich maneuver
- Promoting residents’ independence
- Residents’ rights
The rest of the required content covers basic nursing skills, personal care skills, mental health and social service needs, care of cognitively impaired residents, basic restorative services, and residents’ rights in more depth. Build your scope and sequence with the five pre-contact topics first, and map every unit to the federal content areas. State reviewers check curriculum against them.
State hours and curriculum rules
| State | Required hours | State-provided curriculum? | Status |
|---|---|---|---|
| Michigan | 75: at least 16 classroom before resident contact, at least 16 clinical, the rest flexible | None found. LARA approves each program’s curriculum. | |
| Virginia | 140: at least 24 before client contact, 20 in the skills lab, 40 in direct client care | The CTE Resource Center Nurse Aide course (8341) is the education-side curriculum. The Board of Nursing sets 12 required units, with objectives in measurable terms. | |
| North Carolina | Set per program at approval, above the federal 75 | Yes. The DHSR Nurse Aide I Curriculum (version 2.0, July 2024), with modules, teaching guides, slides, activities and skill checklists. | . : whether use is mandatory or recommended. |
| Arizona | 120: 40 classroom, 20 lab, 40 clinical, 20 distributed | None found. AZBN approves each program. ADE’s Nursing Services Technical Standards (2025) is the education side. | |
| Pennsylvania | 80, including 37.5 supervised clinical | PDE points to a model curriculum hosted by Penn State. New programs file a curriculum content form. | (hours). : model curriculum contents. |
| Missouri | 175: 75 classroom and 100 supervised on-the-job | No mandated curriculum since August 2021. Any curriculum covering the required areas, with published materials no more than ten years old. | |
| Hawaii | 100: at least 30 classroom (16 before resident contact) and 70 supervised practical | None found. DHS certifies each program. |
Align the lab to the state exam
The state’s skills exam lists the tasks students will be tested on. Sequence the lab so students practice those tasks, in the testing format, before the exam.
| State and vendor | Skills test | Where the skills list is | Status |
|---|---|---|---|
| Michigan, Headmaster | 3 or 4 randomly selected tasks in 30 minutes; the first is one of four mandatory tasks. Knowledge test: 65 items, pass at 74%. | Michigan Candidate Handbook (January 2025) and Mock Skills list | |
| Arizona, Headmaster | 3 or 4 tasks in 35 minutes, one mandatory; all key steps and 80% of other steps correct. Knowledge test: 75 items, pass at 75%. | Arizona Candidate Handbook (February 2025) | |
| Missouri, Headmaster | 100% on skills and 80% on the written or oral test, per rule | Headmaster Missouri handbook | : handbook details |
| Virginia, North Carolina, Pennsylvania, Credentia (NNAAP) | 5 skills in 30 minutes. Hand hygiene is always one, plus one measurement skill. All 5 must pass. | State NNAAP candidate handbook | |
| Hawaii, Prometric | 5 skills: handwashing and indirect care always, plus 3 from a checklist | Hawaii Candidate Information Bulletin (2017) | : a newer bulletin may exist |
In North Carolina, teachers must complete free CNA365 training before scheduling students for the exam, and the credential articulates to community college NAS 101.
Foundation courses and supports
- National Health Science Standards (NCHSE). Eleven foundation standards, revised 2022, measured by the National Health Science Certificate exam. Use them for the foundation courses that come before the nurse aide course. Virginia lists the National Health Science Assessment as an aligned credential for Nurse Aide.
- HOSA. The health science student organization. North Carolina’s course pages and district job postings list HOSA advising as part of the teaching role.
- Textbooks. Whatever you choose, Missouri requires materials no more than ten years old, and every state checks content against the federal rule. Specific textbooks were not reviewed for this toolkit.
Worked example: the electrical curriculum
NCCER Core and Electrical
Virginia, North Carolina and Missouri tie their high school electrical programs to NCCER’s four-level electrical curriculum. The 12th edition (2026) is aligned to the 2026 National Electrical Code. Level 1 runs 227.5 hours including the Core prerequisite, with 11 modules: occupational overview, electrical safety, test equipment, theory and circuits, construction documents, introduction to the NEC, boxes, wireways and raceways, conduit bending, conductors and cables, and dwelling wiring. Levels 2 to 4 run 147.5 to 157.5 hours each.
What you need to know to use it:
- Materials are sold through Pearson. The 11th edition is still listed.
- Only accredited organizations issue NCCER credentials. Schools usually participate as training sites under an Accredited Training Sponsor. North Carolina DPI has been the statewide sponsor for NC public schools since 2009. who the sponsor is in the other six states.
- Each module credential requires a written test and a hands-on performance profile, recorded in NCCER’s Registry.
- Instructors complete NCCER’s Instructor Certification Training Program (see the Staffing toolkit).
- NCCER does not publish its application and maintenance fees. Get a quote.
State electrical programs
| State | Education-side program | What it aligns to | Status |
|---|---|---|---|
| Michigan | 46.0301 Electrical and Power Transmission Installation: CIP Overview, Academic Alignment, FAQs | State program competencies | : which credential MDE reports |
| Virginia | Electricity I (8533) and II: competency record, Canvas course, cartridge | NCCER Core and Electrical Levels 1 and 2, NOCTI, OSHA-10 earned in course | |
| North Carolina | Electrical Trades pathway, starting with IC41 | NC NCCER Electrical Trades I to IV, OSHA-10, state post-assessment | |
| Arizona | 46.0301.00 Technical Standards (2020), Blueprint, Instructional Framework | Arizona TSA; credentials in the Program Description | : named credentials |
| Pennsylvania | Program of Study 46.0399 task list | NOCTI or NIMS end-of-program assessment | : exact test |
| Missouri | Electrical Trades framework (2011), model units (2013) | “Electrical 1 - NCCER” on the credential list | |
| Hawaii | Mechanical, Electrical and Plumbing Systems program of study | Not confirmed |
Which code edition to teach
The curriculum and the code in force often differ. NCCER’s newest edition teaches the 2026 NEC, while most of the seven states enforce an older edition. Students should learn to work in the edition their local inspectors enforce, and should know which edition their credential exam assumes.
| State | NEC in effect | Adoption | Status |
|---|---|---|---|
| Michigan | 2023 | Statewide | |
| Virginia | 2020 | Statewide | |
| North Carolina | 2020 | Statewide | : may have moved to 2023 |
| Arizona | Varies | Local | Confirm locally |
| Pennsylvania | 2020 (effective January 2026) | Statewide | |
| Missouri | Varies | Local | Confirm locally |
| Hawaii | 2020 | Statewide |
These adoption dates come from IAEI’s national table, which shows no update date. Check your state code agency before publishing them to students. Practical steps: buy the textbook edition that matches the NCCER tests your sponsor administers, teach students to look up articles in the locally enforced edition, and have your advisory committee confirm the local edition each year.
OSHA-10
Virginia’s Electricity I includes OSHA-10. North Carolina lists it as an aligned credential for IC41 and requires the instructor to hold it before teaching. Missouri counts OSHA-10 only as a stackable credential, not a stand-alone credential. In the other states it is a common add-on.
Free state-built options
Michigan’s 46.0301 workbooks, Missouri’s model units and Virginia’s Canvas courses are free to read. In Michigan, use the Academic Alignment workbook together with the S4IS CTE Crosswalk prototype where you need math or science alignment.
Credentials and end-of-program assessments by state
Every state measures pathway completion a little differently. Some give a state exam with a published blueprint. Others rely on industry credentials from an approved list. Find out which kind your state uses, because it decides what your curriculum map is built from.
| State | End-of-program measure | Nurse aide | Electrical | Status |
|---|---|---|---|---|
| Michigan | Program competencies reported to MDE; credential and competency reporting phased in by CIP. No single state technical exam confirmed. | State CNA exam (Headmaster) | Not confirmed which credential MDE reports for 46.0301 | |
| Virginia | A Board-approved credential is one of three ways to meet the Standard Diploma’s career-readiness requirement. A CTE program sequence plus two credential exams, two Virginia licenses, or one of each can also earn a laboratory science verified credit (8VAC20-132-51). | CNA exam aligned to Nurse Aide (8341) | NCCER Core and Levels 1 and 2, NOCTI, OSHA-10 | |
| North Carolina | A 100-item state post-assessment for each course, plus the course’s required credential | Post-assessment plus NC Nurse Aide I | Post-assessment plus NC NCCER Electrical Trades I | |
| Arizona | Technical Skills Assessment: a secure online 100-item exam taken in the final course. Counts for Perkins, CTED funding and A-F points. | TSA for Nursing Services | TSA for Electrical | |
| Pennsylvania | Required occupational competency assessment (22 Pa. Code 4.31), usually NOCTI or NIMS. Competent or Advanced earns SOAR credit and the PA Skills Certificate. | NNAAP (Credentia). No NOCTI nurse aide test found. | NOCTI electrical | : how nurse aide meets 4.31, and the exact electrical test |
| Missouri | An approved credential or a technical skills assessment for the CTE Certificate. New credential system for the Class of 2029 onward. | DHSS CNA and two other approved credentials, each requiring 50 to 100 work-based learning hours | “Electrical 1 - NCCER” | . : system transition. |
| Hawaii | Performance-Based Assessment for CTE Honors Recognition (writing, presentation, performance task) | State exam (Prometric) through a DHS-certified provider | Not confirmed |
How to build the curriculum map from the measure
- Where the state publishes a test blueprint (North Carolina, Arizona), sequence your units to the blueprint’s weights. The blueprint is the map.
- Where the credential list drives completion (Virginia, Pennsylvania, Missouri), choose the credential first, then check that the competency record or task list covers everything the credential tests.
- For nurse aide in every state, the state exam skills list sets the lab sequence, the health agency’s content rule sets the classroom sequence, and the CTE framework adds employability, ethics and foundation content.
Academic credit and protecting college eligibility
A pathway can carry academic credit in two ways. Replacement means a CTE course stands in for a required academic credit. Integration means the CTE course teaches the academic standards and the student earns academic credit for showing them. Both are local decisions in most states, made within state rules. This section is a summary; your state’s graduation rules govern.
| State | What the state allows | Nurse aide and electrical examples | Status |
|---|---|---|---|
| Michigan | The Michigan Merit Curriculum may be delivered through CTE. An approved CTE program can replace specific credits (Algebra II, a third science credit, world language, visual, performing and applied arts) under MCL 380.1278a. A Personal Curriculum allows further changes. Credit can also be earned through integration. | Use the 46.0301 Academic Alignment workbook and the S4IS CTE Crosswalk prototype where a crosswalk is missing. | |
| Virginia | A CTE program sequence plus two credential exams, two Virginia licenses, or one of each can earn a laboratory science verified credit (8VAC20-132-51). This adds to the core sequence; it does not replace it. If CTE fills the 2-credit world language, fine arts or CTE slot, the student may have no world language, which many four-year universities expect. | CNA and NCCER credentials are on the Board list. | . : current verified-credit values on the May 2026 list. |
| North Carolina | Course pages show which CTE courses carry a math option or computer science credit. | Electrical Trades I counts as a paired math option credit. Nursing Fundamentals has none. | |
| Arizona | Local boards may award embedded economics (0.5), fourth-year math (1.0) or science (1.0) credit using State Board-approved crosswalks. | Neither Nursing Services nor Electrical appeared on the embedded-credit list. | |
| Pennsylvania | CTE students must show proficiency in academic standards, and programs must integrate academics. No statewide CTE-for-core substitution confirmed. | ||
| Missouri | CTE can satisfy the Practical Arts unit. Other academic credit is mostly a local decision. | ||
| Hawaii | No statewide CTE-for-academic credit rule found. |
Protecting college eligibility
A credit that meets a graduation requirement may not meet a university admission requirement. Before any student uses a CTE course in place of Algebra II, a lab science or world language:
- Check the admission requirements of your state’s public universities.
- Check the NCAA core-course list if the student may play college sports.
- Prefer substitution for electives, the fourth year of math or the third year of science, rather than the core sequence colleges expect.
- Record the decision and the family’s acknowledgment in the student’s plan.
Integration, where the CTE course teaches academic standards alongside the academic course, carries less admission risk than replacement.
Template: curriculum review rubric
Use this rubric to compare curriculum options (a state course, a national curriculum, a vendor product or a locally written course) or to check a draft before you file for approval. Score each row 0 (missing), 1 (partial) or 2 (fully met), and write the evidence you looked at. A 0 on any row marked Required means the option cannot be used as it stands.
| # | Criterion | Required? | Score (0 to 2) | Evidence |
|---|---|---|---|---|
| 1 | Covers every competency in the state CTE program standards for this CIP | Required | ||
| 2 | Meets the occupational content rule and hours, if the occupation is regulated (for nurse aide: 42 CFR 483.152 and the state rule, with the pre-contact topics first) | Required where it applies | ||
| 3 | Prepares students for every task on the credential or state exam, in the testing format | Required | ||
| 4 | Follows the state technical assessment blueprint, where one exists | Required where it applies | ||
| 5 | Uses current technical content (code edition, equipment, materials no more than ten years old where a rule requires it) | Required | ||
| 6 | Includes safety instruction before hands-on work, matching the lab’s hazards | Required | ||
| 7 | Shows the academic standards it reinforces, and supports any academic credit the district plans to award | |||
| 8 | Builds in work-based learning or clinical hours and connects them to classroom units | |||
| 9 | Includes performance assessments and skill checklists, not only written tests | |||
| 10 | Supports students with IEPs and English learners, including testing accommodations the credential allows | |||
| 11 | Can be taught by the staff you can hire, with the training the curriculum requires (for example, NCCER instructor certification) | |||
| 12 | Has a total cost (materials, licenses, accreditation, testing) the budget can carry each year | |||
| 13 | Has been reviewed by the advisory committee, with their changes recorded | Required |
After scoring
- List every row scored below 2 and who will close the gap.
- Record which code edition, curriculum edition and exam version the course is built on, and set a date to re-check them each year.
- File the rubric with the CTE program approval packet.
